### Summary

 

The selectee for this position will serve as a **SUPERVISORY PROCUREMENT ANALYST** in the Contracting Administration Branch, at Naval Medical Research Unit (NAMRU-SA) in the Resources Directorate, San Antonio Texas of DIRECTED ENERGY BIOEFFECTS/EFFECTS LAB.

### Responsibilities

 

The successful selectee will perform the following duties:

 

* Serve as the Government-wide Purchase Card Program Manager with authority to certify invoices for payment for government Purchase Card charges, will monitor the purchase card program and cardholders, monitor contracts and contractor performance, maintain and utilize supply automated systems for the procurement of services and goods.

* Reviews, Analyzes and Interprets a variety of regulatory directives and statutory acquisition guidance from higher commands.

* Serve as primary contracting officer's representative (COR) to Resource Management and Defense Finance and Accounting Service (DFAS) on GPC Issues and procedures.

* Coordinates with Bureau of Medicine and Surgery (BUMED), Navy Medicine Logistics Command (NAVMEDLOGCOM), and as applicable, the installation's Legal Office on all legal matters pertaining to the GPC procurement process.

* Perform the full range of supervisory functions planning work, setting priorities, assigning work and managing resources.

**Requirements:**

### Qualifications

Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:

 

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees **AND**

B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)

 

**NOTE:**The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.

 

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

* Experience managing government purchase card (GPC).

* Experience writing policy and guidance for GPC.

* Experience communicating orally (present training and delivering instruction.

* Experience surveilling GPC statement to ensure compliance with laws and reconciliation of statements.

* Experience supervising/leading a team.
